Police Department Overview
The Trumbull
Police Department, created in 1941 through an act of the State Legislature, is
under the jurisdiction of a six member Board of Police Commissioners appointed
by the First Selectman. Commission members are appointed for a three-year term
and serve without pay. Using the power granted to them under the statutes, they
appoint new members to the police force, set policy, supervise the annual budget,
and act as the traffic authority for the town.
The
Chief of Police, working under the direction of the Police Commission, administers
and controls the department to preserve peace and public order for the town, through
investigation of crimes and enforcement of laws and ordinances. He is in charge
of the management of all records, the direction of all police personnel, and the
assignment of duties for the efficient operation of the department.
Currently,
the department consists of seventy sworn police officers, and ten civilian personnel.
These civilian personnel provide clerical and maintenance support to the operation
of the police department. The Dog Warden is also under the authority of the Police
Department.

Mission
Statement
The mission of the Trumbull Police Department is
to provide professional, knowledgeable, and thorough law enforcement services
to ensure the safety and well being of all people with constant awareness to the
diverse needs of the individual and community.
Our officers
will work in partnership with its citizens to achieve a spirit of cooperation
and mutual respect for the betterment of the community. We will embrace a foundation
of integrity, and a code of ethics to provide the highest standard of quality
of life.

Getting
Copies of Police Reports
Anyone wishing to obtain a
copy of a police report should first call the Police Department's main number
at 203-261-3665 and ask for the Records Division in order to check on availability.
It will typically take 48 hours to process an incident report from the time of
occurrence.
Report copies are available Monday through Friday,
from 8:00 a.m. to 4:00 p.m., at the Records Window inside the Trumbull Police
Department lobby.
There is a $1.00 charge for the first page
and a $.50 charge for each additional page on all reports.

Parking Violation FAQ's
Q.
I received a Parking Violation, can I contest it?
A. Yes.
A request for a Waiver application for a Parking Violation must be made within
the 14-day timeframe for payment of violation. Waiver applications are available
through the Hearing Officer at the Trumbull Police Department by phone or in person.
A request for a Waiver application does not automatically waive the violation.
Any requests made after the 14-day timeframe is denied.
Q.
I am a Trumbull resident, yet I received a Parking Ticket for parking in the Town
parks. Why?
A. The Town of Trumbull issues a Parks Permit
decal to residents whose vehicles are registered in the Town of Trumbull and must
be affixed to your vehicle(s) year-round when utilizing our parks and recreation
areas. Any vehicle not displaying this decal is subject to a $25.00 fine. If you
do not have a decal, you may acquire one at the Town of Trumbull Recreation Department
which is now located at the Town Hall Annex, across from the Town Hall. Proof
of residency is required; i.e. vehicle registration, tax bill, utility bill.
Upon receipt of your decal, which must be acquired within 14 days of the time-
frame allowed for payment, a waiver request must be submitted to the Hearing Officer
located at the Trumbull Police Department. Upon receipt of request, a Waiver will
be granted.
A Waiver for this violation is granted on the
premise that your decal is now properly displayed. Any future violations of Permit
Parking will not be considered for a Waiver.
Q. I forgot
to display my Handicap Permit; what can I do?
A. Present
your valid Handicap Permit, along with proper identification, at the Trumbull
Police Department within 48 hours of receipt of Parking Violation to have your
ticket voided. However, any future violations of this nature will not be voided.
Q.
What procedure do I follow to have a Stop Sign installed in my neighborhood?
A.
Submit a letter to the Trumbull Police Commission, 158 Edison Rd, Trumbull, CT
outlining your concerns and recommendation of stop sign location. The Police Commission
will review your request and an on-site inspection will be done. Upon recommendation
of the Traffic investigator, and after careful consideration, the Commission will
render its decision and contact those involved by mail.

Fingerprinting
Q.
I need to get fingerprinted for my job. What do I need to do?
A. Fingerprinting is done by Detective Bureau
personnel, and is done only on TUESDAYS and THURSDAYS between 8:15 AM and 6:00
PM at Police Headquarters. You MUST be a Trumbull resident or be seeking employment
in town. It is recommended that you adhere to the following procedure to speed
the processing and make your experience more pleasurable.
a. Call to
schedule an appointment. (203-261-3665)
b. Give your name and reason
being fingerprinted
c. Give a callback number in case the detective has
to cancel
d. There is a $10.00 fee, please bring the exact amount in
cash or check
e. Completely fill out the fingerprint card(s) but DO NOT
SIGN them until witnessed by a detective. Be sure to have proper identification.
f. Walk-ins will not be processed.

Suspicious Activity
Q. I have information on suspicious
activity in my neighborhood but don't want anyone to know that I am the one that
called. What should I do?
A. One goal of the police department
is to make your neighborhood safe and enjoyable for you and your family. Therefore,
we encourage you to call us with your concerns at our main number, 203-261-3665,
and ask for the Detective Bureau. Detectives will investigate all reports, keep
all information confidential, and you will not be mentioned in any reports. However,
all complaints need to be corroborated and you may be asked for your name in the
event the detective needs to contact you for additional information or to update
the results of your concern.

Consumer
Protection
Q. I hired a Home Improvement contractor who
started work at my home but never finished. What can I do?
A. You can contact the Connecticut Department of Consumer Protection at 1-860-713-6110.
You can also contact the Trumbull Police Department at 203-261-3665. Please have
all paperwork associated with the home improvement available.
If you
do not have a written contract with a '3 day right of cancellation' on the contract
or the contractor is not licensed, you may be the victim of a home improvement
fraud.
If the contractor is licensed with the State and you have a valid
contract, this may be a civil matter and not criminal. We will be more than willing
to review the paperwork and guide you in the proper course of action.

Internet
Fraud
Q. I believe that I am the victim of Internet Fraud.
What can I do?
A. It is recommended that you file your complaint
online at www.ifccfbi.gov . You can also
call the police department at 203-261-3665. Although the Trumbull Police Department
cannot investigate complaints outside our jurisdiction, we can help you file your
complaint with the proper agency.

Neighborhood
Watch Programs
A Neighborhood Watch Program
is one of the most effective answers to crime. Watch groups are a foundation of
community crime prevention.
Neighborhood
Watch Programs typically involve the following activities:
- Neighbors
getting to know one another and working in a program of mutual assistance
- Training to assist neighbors in recognizing and reporting
suspicious activities in their neighborhoods
- Implementation
of crime prevention programs
To get
started in organizing your own Neighborhood Watch Program, first talk to your
neighbors to discuss needs, the level of interest, and possible challenges. Then
contact Officer Joseph Velky of the Trumbull Police Department at 203-261-3665
for help in organizing a Neighborhood Watch. The Trumbull Police Department will
be able to assist in training members in home security and reporting skills, as
well as provide information on local crime patterns.
